John Gearing FRICS is a qualified Chartered Surveyor and has 50+ years' experience in property at General Practice level including both residential and commercial work.
Early working environment at Harlow Development Corporation before working with Estate Agents and Surveyors in north London, Hertfordshire and Essex.
Opened a General Practice Estate Agents and Surveyor's office in Sawbridgeworth in 1979 with partner Andrew Bibbey trading as Gearing & Bibbey before expanding into Bishop's Stortford with a second office. Practise was then sold to Black Horse Agencies in 1989.
A new business opened in Bishop's Stortford in 1991 dealing in all aspects of Commercial and Residential sales, lettings and professional matters including Building Surveys, House Buyers Report & Valuation, Surveys and Commercial Red Book Valuations.
In 1998 the residential agency of that business was sold to Haart Estate Agents and John Gearing continued to specialise in all aspects of Commercial and Residential Property Consultancy and associated Professional Matters. After 30 years John retired from Bishops Stortford and moved into the Cambridgeshire countryside.
JG Property Consultants have a good broad experience in property matters generally and regard themselves as suitably qualified to advise and assist in most property matters and have experience in Court advocacy.

Help to buy valuations

If you obtained help with your deposit when you purchased your property and now wish to “staircase” up by purchasing a greater share of the equity up to 100% then you will require a Valuation of the property from an accredited RICS Valuer.

If you are thinking of selling your property and have a “Help to Buy” loan that assisted with the deposit then before you can sell the property you will need to provide the administering organisation - probably Target (HCA) with an accredited RICS Valuation.

Shared ownership schemes

A number of Housing Associations offered Schemes which enabled the first time buyer to get on the property ladder by part buying and part renting. This is known as a “Shared Equity Purchase”. You may have purchased any percentage of the total value from 40% upwards. These schemes normally allow you to purchase more shares in the property up to 100% as and when your circumstances allow. This process is commonly referred to as “Staircasing”. If the property value has risen sufficiently then a re-mortgage of the property will often be sufficient to allow more shares to be acquired.

Before staircasing can take place an accredited RICS Valuation will need to be submitted to the Housing Association and a price agreed with them.

RICS Registered Valuation

In both of the above Schemes a Valuation Report on the value of the property based on certain assumptions will be required. This must be carried out by a RICS accredited Registered Valuer.

Valuation requirements

For many of the transactions you will need to provide a valuation report. You will need to instruct an independent surveyor and pay for their services. You should instruct a Royal Institution of Chartered Surveyors (RICS) valuation surveyor to value the property. (Registered Valuer)

When instructing the RICS valuation surveyor please ensure you inform them that:

  • The Valuer must be registered with the recognised qualification of RICS.
  • The Valuer must be independent to an estate agent.
  • The report must be on headed paper, signed by the RICS surveyor and addressed to Target HCA.
  • The Valuer MUST provide at least 3 comparable properties and sale prices.
  • The comparables provided must be like for like in terms of property type, size, and age and within a 2 mile radius to the property that is being inspected.
  • The Valuer must not be related or known to you.
  • The Valuer must inspect the interior of the property and provide a full valuation report.
  • Valuations carried out for bank or mortgage purposes are not acceptable
  • A copy of the valuation report must be supplied to Target; the inspection date must be shown on the report.

If the valuation report does not meet the above guidelines, you will be required to liaise with the RICS valuation surveyor for rectification; any additional costs incurred for this will be your responsibility.

The valuation will expire after 3 months but it can be reviewed under what is called a “Desktop Assessment”.

The criteria for this Desktop Valuation are:

  • The Valuer must refer back to the original report and confirm the updated report is a Desktop Valuation.
  • The Valuer must be the original surveyor from the first inspection. They do not need to re-inspect the property, but they must make reference to this original report.
  • The Valuer must provide at least 3 comparable properties and sale prices within the last year if the property has increased or decreased in value.
  • The report must have a new date on it and be signed by the Valuer.
  • The report must be on headed paper and provided in a PDF format or a non-editable document.

Only one desktop valuation will be allowed after the original valuation has expired. If the desktop report expires before the transaction completes the property will need to be re-inspected and a new RICS valuation report provided.

If it is considered that the valuation does not accurately reflect the market value, Target will contact you and may also wish to speak to your RICS valuation surveyor. This may result in a revised market valuation.
